And he was good at his job, people say — people being not just cops and prosecutors who are part of the tribe, but also defense lawyers not naturally inclined to compliment someone skilled at putting their clients in jail. When Tampa police Detective Jose Feliciano met up with high-level drug dealers for a buy, he sometimes pretended he stuttered, or he was deaf, disarming them into believing he was one of them, a regular guy. It helped to be bilingual and charming. He was soft-spoken and slight, but he rode big Harleys. Always, he looked the part of the well-heeled cocaine dealer. "Not a hair out of place," says former police Chief Jane Castor. "I swear he probably took his blue jeans to the dry cleaner." "Extra starched," said police spokeswoman Janelle McGregor. In his 26 years in the department, Feliciano worked robberies and homicides but always came back to narcotics.

He retired four years ago and headed for Puerto Rico. But before that, how much cop humor do you suppose he endured for walking around with the same name as a famous musician? How many endless repetitions of Feliz Navidad do you suppose got blasted over his police radio at Christmas? "Nothing ever upset him," Castor said. "He's one of those guys that if you had a conversation with him, the rest of your day would be good." Retirement and riding his motorcycle did not last long enough. Diagnosed with gastric cancer, he was in a Puerto Rican hospital with deplorable conditions — rust, mold, you even had to provide your own pillow and blanket, according to a fellow former detective who recently flew in to see him. Much as with cats and dogs, friendships between lawyers and cops are not unheard of. But would those lawyers contribute to someone so officially on the other side? The answer says something about not just a good cop, but a good guy. "Universally respected," said Hillsborough State Attorney Mark Ober. When I ask about the detective, longtime Tampa lawyer Rick Escobar tells me about a trafficking case in which Feliciano admitted under cross-examination that Escobar's client — wife of the actual target of the investigation — was simply there in the hotel room when money changed hands and not a participant. When she was acquitted, Escobar remembers a federal drug agent blasting Feliciano in the courthouse hallway. What's right is right, Escobar remembers him saying. Then, there are depositions, those pretrial Q&As between defense attorneys and cops that sometimes turn cat-and-mouse — the lawyer trying to get answers, the officer making this as hard as possible.

Not Feliciano, they say. "You can either have a 100-page depo, or you can have a 500-page depo," said Hillsborough Public Defender Julianne Holt, contributor to that GoFundMe page. "If I asked him a question, I got a direct answer. I didn't have to ask 500 questions to get to where we both knew we were going." But there also is this: "Jose Feliciano made some of the biggest Colombian cocaine arrests ever for Tampa, without question," Escobar said. And from his former partner, retired Detective Tony Tyson: "He was able to convince drug traffickers to hand over half a million dollars in cocaine. The guy was just fearless when it came to doing his job." Over the past three days, the money came in — $10, $100, even $1,000. Judge Tracy Sheehan gave. By Tuesday afternoon, people more than 1,000 miles away from Feliciano had raised the $30,000 it will take to bring him home — and them some, to help pay medical expenses to come.
