The scheme, the authorities said, was run by six men connected to B&M Auto Body, an auto repair shop in Clifton, N.J., and Market Auto Sales, a used car lot in Paterson, N.J. The fraud scheme started around October 1997, when Rami Safouri, a Palestinian immigrant, first began to recruit customers at B&M, many of whom wanted to extricate themselves from expensive car leases, said Detective Cliff Bieder, who worked as one of the two undercover officers in the case.
