She was having so much fun.'Mandating helmets for all motorcyclists has been debated for years but motorcycle groups have lobbied hard against the law.Only riders under the age of 18 or those with instructional permits are required to wear helmets in Minnesota, although all motorcyclists have to wear eye-protective gear.The mother said she and Ms Larson had argued on Tuesday about wearing a helmet and had been shopping for one but didn't manage to find one that fit properly. Ms Black had offered to drive her daughter to work on the day of the crash but the 22-year-old insisted on riding her bike.Ms Larson was on eastbound Interstate 694 just east of I-35E when her bike clipped a piece of tire debris.
