Since the June 2006 quarter, the expenditure weight for the purchase of bicycles has increased slightly, from 0.05 percent to 0.06 percent in the June 2011 quarter. The expenditure weight for the purchase of motorcycles increased from 0.19 percent in the June 2006 quarter to 0.20 percent in the June 2008 quarter. From the June 2008 quarter, the expenditure weight for the purchase of motorcycles decreased to 0.14 percent in the June 2011 quarter. The New Zealand CPI is reweighted every three years to ensure the expenditure weights allocated to the basket of representative goods and services reflect the relative importance of goods and services bought by households. The time between the reweights is well within the International Labour Organization’s (ILO’s) recommendation of at least once every five years. The last reweight in 2011 was carried out as part of the 2011 CPI review. It was based on information from the 2009/10 Household Expenditure Survey (HES) and other data sources.
For bicycles, we used HES data to update the expenditure weights. The HES is conducted every three years and collects information on household spending, income, and demographic characteristics from about 3,100 households. For motorcycles, we used vehicle registrations from the New Zealand Transport Agency (NZTA), prices from the Internet, and population estimates to update the expenditure weights and make volume adjustments. We estimated the expenditure weight by: To reflect significant volume shifts in goods and services, we made 'volume adjustments' to some items to improve the relevance of the expenditure weights. However, because of the time gap between the 2009/10 HES and when the new basket of goods and services was first used in the September 2011 quarter, there is the possibility of relative quantity shifts for some goods and services. As part of the 2011 CPI review, we examined the sample for motorcycles and bicycles to ensure an appropriate range of vehicles were being priced. The most significant change was to expand the selection of motorcycles to include more road bikes with higher cc ratings, and fewer trail bikes. Statistics NZ's staff collect prices for new motorcycles and new bicycles at retail outlets in the 15 CPI urban areas: Whangarei, Auckland, Hamilton, Tauranga, Rotorua, Napier-Hastings, New Plymouth, Wanganui, Palmerston North, Wellington, Nelson, Christchurch, Timaru, Dunedin, and Invercargill.
Motorcycles are priced at about 35 stores. Bicycles are also priced at about 35 stores, mostly specialist bicycle retailers. Each quarter, we calculate regional average prices for new motorcycles and bicycles for each region. For each item, all regions are aggregated to obtain the New Zealand quarterly item index by weighting together regional price movements from the base quarter (June 2011) to the current quarter, using regional population weights. The CPI measures the price change of the same product at each sampled outlet or business over time. The sample of products may change when products become unavailable, are modified, or no longer reflect purchases made by households. When these occur, adjustments are made so that only the estimated 'pure' price change is shown in the CPI. For example, a price increase (or decrease) due to better (or poorer) quality materials or service should not affect the CPI. Adjustments for any quality changes depend on the product being analysed.
